In the absence of a customized agreement, these sites will be subject to a large number of independent agreements between different manufacturers and related third parties, which will create a complex relational structure that is unlikely to properly regulate joint operations, the use of common and independent facilities, accident liability and environmental obligations. Due to the different interests that participate in a common pad site, PSSA recognizes the differences between the well-related activities carried out under the different land agreements and the activities related to the site, which are governed exclusively by PSSA. To take account of this distinction, the site operator must act both as a “land operator” who operates the well on behalf of the various owners of the wells and as a “site operator” responsible for managing the pad site jointly.
